Mr. Fennell is a veteran attorney who began his career more than 45 years ago as a law clerk to the Honorable Edward S. Northrop of the U.S. District Court for the District of Maryland. One year later, he joined Steptoe & Johnson LLP in Washington, D.C., as an attorney, focusing on insurance and reinsurance, commercial litigation, environmental, product and mass tort, and financial services. Mr. Fennell is among approximately 500 other talented attorneys to represent the firm, which has existed for over a century.

As a partner at his firm, Mr. Fennell has been recognized for his contributions to complex, high-stakes civil litigation matters, overseeing cases regarding environmental injury, environmental and asbestos insurance coverage, intellectual property disputes, antitrust and much more. Throughout his tenure at Steptoe, he also headed litigation from 2005 to 2014 and chaired the compensation committees, professional advancement committees, pro bono committees and nominating committees. Mr. Fennell’s most notable cases included representing the Gulf War I prisoners of war (POWs) in a groundbreaking lawsuit against the Republic of Iraq for torture that resulted in a judgment of $959 million, an appeal to the U.S. Supreme Court and a nine-figure settlement reached through a U.S.-Iraq executive agreement.

A graduate of the University of Maryland, Mr. Fennell received an undergraduate degree in English language and literature, magna cum laude, in 1974, and a Doctor of Jurisprudence from Georgetown University Law Center in 1978. He has been admitted to practice by the D.C., Delaware, Maryland, New York and Pennsylvania Bar Associations, several federal courts and the Supreme Court of the United States. Besides his education, Mr. Fennell remains at the forefront of his field as an arbitrator of the consumer and commercial panel of the American Arbitration Association. He is active civically as a pro bono attorney for the Washington Lawyers’ Committee for Civil Rights Under Law and the American Civil Liberties Union, as a legal counsel for the Elderly and Delaware Community Legal Aid Society and through participation with the Washington Lawyers’ Committee for Civil Rights Under Law and other civic and charitable organizations locally and abroad. Mr. Fennell’s success has earned him a Washington Lawyers’ Committee for Civil Rights Under Law Award.
