Attributing more than four decades of experience in the legal field, Mr. Ragone has established himself as a leading authority in fidelity and surety insurance, first-party property insurance claims and litigation, and banking law. Since 2025, he has served as the managing partner at the New York City office of McGivney Kluger Clark & Intoccia, P.C., following the merger of his previous firm, Rosner Nocera & Ragone, LLP, with McGivney Kluger Clark & Intoccia. In this capacity, Mr. Ragone actively oversees a wide array of cases involving financial fraud and first-party complex property insurance claims. His responsibilities include investigating claims, providing coverage analysis and opinions on intricate matters of fraud affecting banks and insurance companies, handling litigation from inception to resolution, maintaining direct client contact and representing major institutional clients in court. Mr. Ragone’s significant experience in representing banks and financial institutions includes a broad-spectrum of both defensive and affirmative litigation, including, among others, lender liability claims/counterclaims, predatory lending credit impairment, check fraud and other miscellaneous lawsuits (e.g., commercial foreclosure proceedings, bankruptcy practice, lien priority disputes, U.C.C. cases and general banking litigation, including, check and negotiable instrument cases, actions involving U.C.C. Articles 3, 4, 4-A and 9, check and wire transfer fraud NACHA litigation and debt restructuring and many other areas of the Bank litigation). He has also been designated as special counsel in New York and New Jersey by a top four (4) national bank to handle significant cases stemming from the enforcement of State and Federal Court levies, garnishments, subpoenas and legal process against banks and their depositors.
The merger with McGivney Kluger Clark & Intoccia marked a significant milestone in Mr. Ragone’s career. He played a pivotal role in ensuring that all employees from his former firm were retained during the transition, a testament to his commitment to his colleagues and clients alike. The expanded geographic reach now includes offices in New York, New Jersey, Pennsylvania, Connecticut, Massachusetts, Rhode Island, Florida and Texas. Mr. Ragone values the integrity of his new partners and is particularly proud to be involved with the “Nothing is Impossible Foundation” founded by his partner Chuck McGivney, a New Jersey-based non-profit organization aimed at providing critical assistance to individuals facing severe financial hardship following catastrophic events.
Before his current role, Mr. Ragone was a partner at Rosner Nocera & Ragone, LLP, where he practiced for 39 years between 1986 and 2025. During this period, he developed deep expertise in defending and prosecuting claims on behalf of banks and insurance companies. His practice evolved alongside changes in the financial sector, expanding from fidelity claims involving theft and embezzlement to encompass broader issues, such as wire transfer fraud and social engineering schemes targeting lending institutions. Notably, Mr. Ragone’s early work for First Fidelity Bank in of New Jersey during the 1980s set the stage for a longstanding relationship with major banking clients, as that institution underwent mergers culminating in its integration into Wells Fargo Bank, N.A.
Earlier in his career, Mr. Ragone served as an associate attorney at Hendler & Murray PC from 1984 to 1986. There, he began honing his litigation skills and building the foundation for his later accomplishments.
Mr. Ragone’s academic background in New York City laid a strong foundation for his legal achievements. He first graduated with a Regents Diploma from Aviation High School in 1976 before acquiring a Bachelor of Arts in political science with a minor in business from Hunter College in 1980. From there, Mr. Ragone completed coursework at the Jacob D. Fuchsberg Law Center at Touro University from 1980 to 1982 and subsequently attended Benjamin N. Cardozo School of Law at Yeshiva University as a visiting student in 1983 when the Jacob D. Fuchsberg Law Center relocated to its new campus in Suffolk County, New York, before earning a Doctor of Jurisprudence in 1983. After acquiring a law degree, he was admitted to practice by the New York and New Jersey State Bar Associations, the U.S. District Courts for the Southern, Eastern, Western and Northern Districts of New York, the U.S. District Court for the District of New Jersey, the U.S. Circuit Courts of Appeals for the Second and Third Circuits, as well as the Supreme Court of the United States.
Mr. Ragone’s expertise is further evidenced by his active membership in the Fidelity and Surety Law Committee of the American Bar Association, and by being a featured speaker at various American Bar Association conventions focused on Fidelity and Surety law topics. Beyond his professional practice, he has made significant contributions through civic engagement and pro bono service. He has provided counsel to Holy Rosary Church in Staten Island, New York, as a Trustee, securing court approvals for financing and construction of a parish center benefiting senior citizens and facilitating grants from municipal agencies to support community projects. His volunteerism extends to Blood Cancer United (formerly The Leukemia and Lymphoma Society), the Crohn’s and Colitis Foundation, and the Nothing is Impossible Foundation. Additionally, Mr. Ragone supports military veterans through Sons of the American Legion (Cesspino Russo Post) in Staten Island, NY.
During his final year in Law School, Mr. Ragone authored “The Applicability of Military Necessity in the Nuclear Age,” which was published shortly thereafter by the New York University Journal of International Law & Politics. This work examined international law’s stance on nuclear weapons use and has since been cited extensively, including by the United Nations Juridical Yearbook, the Harvard University Law Journal, Cambridge University Press, the International Red Cross and other respected organizations, underscoring its enduring impact on legal scholarship.
Throughout his distinguished career, Mr. Ragone has handled several prominent cases that have shaped legal precedent and garnered industry attention. Among these was Idone v. Pioneer Savings and Loan Association in 1990, where he successfully argued before the New York State Appellate Division a national burglar alarm service company could not limit its liability for gross negligence, a decision featured on the front page of the New York Law Journal and cited in multiple subsequent cases. Another notable case was McCarthy v. Wachovia Bank in 2011, where Mr. Ragone obtained summary judgment dismissing a putative class action alleging constitutional due process violations and breaches of the Fair Debt Collection Practices Act. This outcome was rendered by the U.S. District Court for the Eastern District of New York. Mr. Ragone has handled many other noteworthy cases, including Wells Fargo Bank, N.A. v. Elhadidi in 2017 where the New Jersey Appellate Division affirmed the trial court’s Order granting the Bank’s motion for summary judgment and dismissing the defendant’s counterclaims for alleged violations of the New Jersey Consumer Fraud Act and negligent misrepresentation.
Mr. Ragone’s excellence has been recognized through multiple honors, including his selection as a Super Lawyer each year from 2015 through 2026. He attributes his success to staying ahead of legal developments through continuous learning, while fostering innovation within his firm’s approach to client service, balancing individualized attention with cost-effective solutions tailored for banking and insurance sector clients facing budgetary constraints. Born in Brooklyn as the first member of his family born in the U.S. following their immigration from Italy during the mid-1950s, Mr. Ragone also credits his parents’ emphasis on education and nurturing home life with shaping his values and drive for achievement.
Looking ahead, Mr. Ragone is very happy about the recent merger of his former firm with McGivney Kluger Clark & Intoccia PC, which has enabled him to provide even greater focus on practicing law directly with his existing clients and with a significantly expanded geographic footprint, rather than performing administrative duties. He remains open to further strategic partnerships with both institutional, insurance carriers and private clients in the context of commercial litigation. His journey reflects unwavering dedication to legal excellence, combined with meaningful community involvement, significant charitable and pro bono work, which are qualities that continue to define his legacy within both professional circles and broader society.
