Winston M. Haythe, Esq., Chief Counsel at the National Enforcement Training Institute until 2009, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in law.

Mr. Haythe celebrates 40 years as a successful lawyer who dedicated much of his career to the Environmental Protection Agency (EPA) in Washington. Early in his career, he served as senior trial attorney for the Atomic Energy Commission in the ‘70s, as well as assistant general counsel and senior attorney with the Consumer Produce Safety Commission through to 1982. Those roles set the stage for his positions enforcing legislation with the EPA, as well as his latter roles as senior counsel of the Office of Criminal Enforcement, Forensics, and Training. Mr. Haythe served as chief counsel of the National Enforcement Training Institute from 2005 to 2009.

Born in Reidsville, North Carolina to McDonald Swann and Henrietta Elizabeth Haythe, Mr. Haythe earned a BS from Missouri State University and a JD from the historic College of William and Mary. He was admitted to practice in the District of Columbia and Virginia, and conducted postgraduate work with the University of Virginia before becoming an associate of Rhyne and Rhyne in Washington. In 1972, he was tapped as senior trial attorney for the Atomic Energy Commission, which started his career in Washington. Fatefully, he joined the EPA as staff director of the legal office in 1982, and went on to lead as senior attorney for enforcement policy from 1985 to 1991. Ultimately, Mr. Haythe became assistant director of the EPA in 1994, and in 1996 he transitioned to a post as senior legal counsel, where he served until 2001.

While working with government agencies, Mr. Haythe continued studies with the Command and General Staff School and the U.S. Defense University. He earned an LLM from the U.S. Army Judge Advocate General School in 1976. With his expertise, he has naturally held a number of teaching positions, notably as law faculty with the Judge Advocate General school. Through most of his career, he maintained service with the U.S. Army Reserve and upon retirement was granted the rank of colonel with the Judge Advocate General Corps. Other notable positions include a ten-year service with the National Advocacy Center of the U.S. Department of Justice, and memberships with the Social List Washington, the Cosmos Club, the Knights Templar, the Victorian Society of Washington DC, and the Federal Bar Association, where he served in the federal career services division and the a number of councils for many years. In his free time, Mr. Haythe enjoys playing the organ and the piano, as well as going to theater, concerts, and reading. He was selected for inclusion in numerous Marquis Who’s Who publications going back to 1986.
