Cedric D. Campbell, Attorney, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in Legal Services.
Mr. Campbell, a seasoned attorney, recently became a self-employed lawyer and consultant in the Greater Houston area. Providing his expertise to clients in various matters, he specializes in legal services, law enforcement, leadership and artificial intelligence.
Before working for himself, Mr. Campbell served as the chief counsel for the Pandemic Response Accountability Committee (PRAC) in Houston between 2021 and 2025. Approached to join the committee in March 2020 at the onset of the COVID-19 pandemic, which was founded to coordinate the response to and exercise oversight over the use of all pandemic relief funds, he immediately accepted the opportunity. Mr. Campbell’s primary responsibilities included managing the establishment of legal investigative methods and strategies to recover misallocated funds, which amounted to $5 trillion.
Mr. Campbell’s earlier career included a tenure at NASA as an associate counsel in the Office of Inspector General and the NASA whistleblower protection coordinator from 2002 to 2021. As the associate counsel, he was tasked with auditing, investigating and reviewing various programs and initiatives associated with NASA. He also engaged with a comprehensive range of legal matters, encompassing international law, space law and various jurisdictional issues. Earlier in his career, Mr. Campbell held legal positions as a counsel for the U.S. Postal Service and spent several years at private law firms.
In preparation for his career, Mr. Campbell studied at Jacksonville State University in Jacksonville, Alabama, where he received a Bachelor of Arts in political science and a minor in English. Subsequently, he enlisted in the military, serving 10 years on active duty with the U.S. Army. Mr. Campbell’s extensive military career initially included serving as an interrogator and Arabic linguist, where he spent 18 months training in Arabic. Several years later, he pursued the role of a commissioned officer and served as a military police officer and specialist in PSYOPS and civil affairs. Moreover, he endured several significant deployments during the invasion of Panama, the Gulf War, and several missions in Somalia. These experiences were foundational to his leadership capabilities and his work ethic.
After exiting the military, Mr. Campbell returned to college, receiving a Doctor of Jurisprudence, with distinction, at the Thurgood Marshall School of Law. He also completed the senior executive fellows program at Harvard Kennedy School. Mr. Campbell was admitted to practice by the Texas Bar Association and the Supreme Court of the United States and received mediation/ADR certification from Northwestern University.
Mr. Campbell has remained influential in several industry-related organizations, such as the American Bar Association and the National Bar Association. Civically invested, he enjoys supporting the Houston Artist Collective and various charitable initiatives. He has also engaged in several science, technology, engineering and mathematics education initiatives through NASA.
Recognizing his accomplishments, Mr. Campbell received several accolades throughout his career, including a Chairperson Distinguished Service Award, Superior Service Award, and Award of Excellence during his tenure at NASA. He credits his success to the influential role models in his life, including his parents, uncles, and coaches, who taught him the value of hard work, perseverance, kindness, and respect for others. His military training has further refined these principles, shaping him into the professional he has since become.
As he carefully considers the future, Mr. Campbell is interested in transitioning into academia or consulting in AI, data analytics and law. Additionally, he is considering contributing his insights by serving on corporate boards.
