Cedric D. Campbell, Attorney, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in Legal Services.
Mr. Campbell has built a distinguished career over 40 years serving the people of the United States, marked by his current role as a leadership development and legal consultant specializing in fraud prevention, artificial intelligence, ethical leadership, employment and space law since January of 2025, and his most recent position as the chief counsel to the Pandemic Response Accountability Committee (PRAC) which he began in the midst of the pandemic in March of 2021. At the PRAC, he oversaw the legal strategies and investigative methods related to the $5 trillion allocated in response to the COVID-19 crisis. His work involved addressing the challenges of rapid fund disbursement, which often led to fraudulent activities. He was dedicated to developing preventive measures and exploring the intersection of the law and data science to enhance financial disbursements of public emergency funds with use of generative artificial intelligence (AI) to mitigate such challenges in both routine and contingent circumstances.
Prior to working with the PRAC, Mr. Campbell worked for the National Aeronautics and Space Administration (NASA) from 2002 to 2021 as associate counsel to the NASA inspector general while also serving as the NASA whistleblower protection coordinator. During his tenure at NASA, he played a pivotal role in preventing, detecting, and criminally prosecuting fraud, waste, abuse, and mismanagement of NASA programs to include auditing, investigating and reviewing various programs and initiatives. His expertise in criminal and civil law, employment law, procurement law, international law, space law and jurisdictional issues was instrumental in ensuring compliance and accountability within the space agency.
Mr. Campbell’s professional journey is deeply influenced by his military service in the United States Army where he was a highly decorated combat veteran of two foreign wars. Initially joining in the military intelligence field as an interrogator and Arabic linguist, he underwent an extensive 18-month long language training program and trained as a paratrooper and air assault soldier in the 18th Airborne Corps before becoming a commissioned officer in the Military Police Corps with a focus on combat operations, psychological operations and civil affairs. His service included combat deployments during the invasion of Panama and the first Gulf War. This experience instilled in him a strong work ethic, fostered a commitment to duty, honor and country and developed tremendous leadership skills that have been integral to his success in the legal field. Moreover, this period taught him to be both an officer and a gentleman.
Laying the groundwork for Mr. Campbell’s professional accomplishments was his educational background. He earned a Bachelor of Arts in political science with a minor in English from Jacksonville State University, followed by a Juris Doctor from the Thurgood Marshall School of Law, obtained in 1998. He further enhanced his leadership capabilities through the Senior Executive Fellows Program at the Harvard Kennedy School. Influenced by role models such as his parents, uncles, teachers and coaches, he attributes his achievements to their teachings on hard work, kindness and perseverance.
In addition to his career endeavors, Mr. Campbell is actively involved in civic organizations. He is a proud member of Omega Psi Phi Fraternity Inc., supports the Houston Artist Collective and engages in charity work focused on STEM education with NASA. His contributions have been recognized with several awards, including the PRAC Chairperson Distinguished Service Award in 2022 and multiple accolades from NASA for superior service and excellence, and several military awards and honors. Looking ahead, he plans to explore lecturing, teaching and other academic opportunities as well as contributing his insights to corporate and not-for-profit boardrooms and community-based organizations.
