Roger A. Fortuna, Jr., Attorney at Law
Location: Ashburn, Virginia, United States

Roger Fortuna, Attorney at Roger A. Fortuna, Jr., Attorney at Law, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements and leadership in Litigation.

Mr. Fortuna has established a distinguished career in law, marked by decades of service in both the public and private sectors. Since 2000, he has served as an attorney at Roger A. Fortuna, Jr., Attorney at Law in Washington, D.C., where he has also invested in real estate. For over two decades, Mr. Fortuna has demonstrated expertise in white-collar crime defense, fraud recovery, and collaboration with federal courts and agencies, earning recognition for his in-depth knowledge and commitment to justice.

Before founding his practice, Mr. Fortuna retired as the director of officer investigation at the U.S. Nuclear Regulatory Commission. In this capacity, he played a critical role in investigating the Three Mile Island accident. His inquiry revealed that the company involved had intentionally elevated hydrogen levels to obscure radioactive leakage from the facility. Mr. Fortuna escalated these findings to the U.S. Department of Justice. However, the case was reassigned when President Jimmy Carter convened a separate team that ultimately did not fully address the underlying issues. The utilities collectively contributed over $1 billion to conceal the root cause of the accident.

Earlier in his career, Mr. Fortuna held several other significant positions within federal agencies. He served with distinction at the U.S. Nuclear Regulatory Commission and contributed to the Middle District of Florida. As a member of the criminal fraud section at the U.S. Department of Justice, he was instrumental in prosecuting a trilogy of Miami-based cases involving fraudulent mortgage schemes. Mr. Fortuna regards this achievement as one of his most significant professional contributions.

Mr. Fortuna began his legal career as an assistant U.S. attorney for the Northern District of New York. Throughout these roles, he developed a reputation for integrity and skill in complex legal matters.

Crediting his background for laying a strong foundation for his professional achievements, Mr. Fortuna earned a Bachelor of Arts in political science and government at Georgetown University in 1966, followed by a Doctor of Jurisprudence from Syracuse University in 1969 and a Master of Laws, with highest honors, from The George Washington University in 1993. He was admitted to practice by the New York, Pennsylvania and D.C. Bar Associations.

Beyond his professional pursuits, Mr. Fortuna has made philanthropic contributions as a donor to the law schools at The George Washington University and Columbia University, supporting educational advancement within the legal community.

After a distinguished 30-year tenure in the federal government, Mr. Fortuna chose to establish his law firm and later enter the real estate investment sector through a partnership formed during his legal practice. His path to professional accomplishments was shaped by diligent effort, robust networking skills, unwavering commitment to daily work and consistent kindness toward others. Influenced by his father, a trial lawyer, Mr. Fortuna learned early on about the power of persuasion and its centrality to both sales and legal advocacy. His father emphasized that while formal education is valuable, true success often hinges on one’s ability to convince others within limited time frames. This lesson has deeply informed Mr. Fortuna’s approach to both law and business.

Mr. Fortuna attributes his success to careful observation and emulation of highly skilled attorneys rather than innate leadership ability. By closely studying respected colleagues and integrating their techniques into his practice, he refined his skill set over time.

Notably, Mr. Fortuna considers his most significant legacy to be training and mentoring other attorneys during his career. While serving in the Federal Senior Executive Service, he attended the Federal Executive Institute, where assessments confirmed that helping others was an integral part of his character. Guiding junior attorneys and witnessing their subsequent achievements brought Mr. Fortuna profound satisfaction, often surpassing any personal accolades or financial rewards he received.
