Mr. Barkley, a seasoned attorney and partner at Gordon Rees Scully Mansukhani (GRSM) LLP since 2021, is lauded for his extensive knowledge and expertise as a litigator. As part of his responsibilities at the firm, he is involved in premises liability law, bad faith litigation, insurance law, environmental law, and Employee Retirement Income Security Act (ERISA) litigation. In recent years, Mr. Barkley has become increasingly interested in taking on more complex and multifaceted cases, which enable him to continually learn and grow as a legal professional.
Lauded for his legal expertise, Mr. Barkley has successfully resolved approximately 90 percent of his cases without the need for trial. He has also gained extensive experience in appellate practice, with several published decisions by the Supreme Court of the United States and the U.S. Court of Appeals for the Ninth Circuit.
Leveraging over 40 years of professional success, Mr. Barkley was an of counsel at Thorndale et al. from 1999 to 2021 before joining Gordon Rees. Earlier in his career, he gained success and experience as a senior associate at Perry & Spann between 1990 and 1999. He was also an associate at Perry & Spann from 1987 to 1989 and at Barker, Gillock & Perry between 1983 and 1987. Mr. Barkley’s tenure in significant defense cases, particularly in automotive accidents, premises liability, malpractice, and other areas of the law, has been pivotal to his distinguished career.
Born in Paris, Mr. Barkley received a Bachelor of Arts in political science with a minor in history and languages at the University of California Los Angeles in 1976, earning the title of Chancellor’s Marshal at graduation. Subsequently, he received a Doctor of Jurisprudence at California Western School of Law in 1979. While pursuing his law degree, Mr. Barkley clerked for the Honorable Marlyn Hoyt of the 7th Judicial District Court and interned with the U.S. Court of Appeals for the Fourth Circuit in San Diego. He also served as the associate editor of the California Western International Law Journal. Mr. Barkley was admitted to practice by the Nevada Bar Association, the U.S. District Court for the District of Nevada, and the Supreme Court of the United States. He is fluent in both English and French.
Apart from his primary responsibilities at GRSM LLP, Mr. Barkley is active with the Nevada and Washoe County Bar Associations. Through his community, he remains involved as a high-ranking member, holding third- and fourth-degree membership in the Knights of Columbus. He is also an officer of his local Elks, is a member and past president of the White Plains U.S. Jaycees, is the director of the international law and political program at his alma mater, California Western School of Law, volunteers with the Boys & Girls Clubs of America, and is a Nevada area council member of the Boy Scouts of America. Most notably, Mr. Barkley has been heavily engaged with Catholic Services, a nonprofit foundation he founded in 1998.
In recognition of his legal success, Mr. Barkley has consistently received an AV rating from Martindale-Hubbell since 2011. The legal organization also honored him with a Special Education Judicial Award in 2023.
