Mr. Bowen is distinguished for his success and expertise in law and software development. Excelling in this niche area of the law, he joined Google in New York City as a commercial corporate counsel in 2022. Involved in negotiating outbound contracts with local, state and federal civilian customers, he also assists the contracts and compliance team in evaluating changes to contract terms and contributes to broader legal strategies within the department to facilitate commercial transactions. Before being acquired by Google, Mr. Bowen served as a commercial counsel at Spire, a global provider of space-based data, analytics and space services based in Vienna, Virginia, from 2020 to 2022.
Beginning his legal career in 2005, Mr. Bowen was an attorney at Sheppard Mullin Richter & Hampton. From 2007 to 2008, he clerked for Judge Diane Sykes of the U.S. Court of Appeals. He then worked as a trial attorney for the U.S. Department of Justice between 2008 and 2012 before becoming an associate attorney at Arent Fox, where he was part of the Government Contracts Practice Group in Washington, D.C., from 2012 to 2015. Moreover, Mr. Bowen worked for IBM as a senior attorney, reviewing and negotiating contracts and assisting with compliance efforts and audit responses between 2015 and 2020 while simultaneously serving as an area counsel for multiple civilian agencies from 2017 to 2020.
A Dartmouth College graduate, Mr. Bowen earned an undergraduate degree in economics in 2002. He then received a Doctor of Jurisprudence from The George Washington University in 2005. In addition to his formal education, he remains at the forefront of his field as a member of both the Virginia Bar and the District of Columbia Bar. Mr. Bowen is also active on the executive committee of the Federalist Society and is recognized as a grand knight of the Knights of Columbus local council.
Throughout his career, Mr. Bowen has found the most satisfaction from contract work because it allows him to be proactive. Rather than simply reacting to issues, he focuses on preventing them from arising. By ensuring that all parties clearly understand what they are signing and setting realistic expectations, he can establish smoother transactions. Mr. Bowen also recalls several noteworthy cases, including one involving defending against a damages claim in Englewood Terrace LP v. U.S., which arose after the termination of a HUD contract. He is also proud of a series of other cases during his tenure with the U.S. Department of Justice, including Hallmark Phoenix 3 v. U.S., where he achieved a dismissal of a protest on standing grounds.
In recognition of his recent accomplishments, Mr. Bowen received the Google Public Sector Legal Strike Team Award for his assistance in closing several high-stakes, time-sensitive transactions. He successfully navigated negotiations, resolving issues that allowed these transactions to proceed. Attributing his success to his family’s unwavering support throughout his professional journey, Mr. Bowen emphasizes the importance of preparation and active listening, which he believes are essential in representing clients effectively.
Looking toward the future of his career in law, Mr. Bowen intends to continue assisting clients with their contracts involving public sector entities. Ultimately, his goal is to accept a more significant role in public service, potentially returning as a judge, an appointee, or an elected official.
