Additionally, he advises companies on navigating foreign investments, whether assisting U.S. businesses considering foreign capital or foreign entities seeking to invest in the United States. He specializes in regulatory filings and ensuring compliance with government reviews that assess the national security implications of transactions, often related to critical technology, infrastructure, or sensitive personal data. These efforts aim to prevent adversarial entities from acquiring advanced U.S. technology.
Mr. Young’s experience also includes serving as an associate attorney at Cleary Gottlieb Steen & Hamilton LLP from 2021 to 2023 and as a risk and financial advisory consultant and CFIUS policy adviser at Deloitte from 2020 to 2021. He was an adjunct professor of corporate compliance at Dickinson Law in 2021 and held significant government roles, including with the National Security Division’s Foreign Investment Review Section at the Department of Justice in 2019 and the Office of General Counsel for the Office of the Director of National Intelligence from 2018 to 2019. Additionally, he worked with the Division of Corporation Finance at the Securities and Exchange Commission in 2018, the Criminal, Civil, and Appeals Divisions of the United States Attorneys’ Offices from 2017 to 2018, and the National Security Affairs Office of the Vice President at the White House in 2017. Earlier, he worked in enterprise risk management with Deloitte Consulting in 2016. He also served as a captain and intelligence officer in the United States Army from 2011 to 2016, where he gained critical experience in leadership and strategic operations.
Laying a solid educational foundation, Mr. Young earned a Bachelor of Science in urban and regional planning from Cornell University in 2011, a Master of Business Administration from The Pennsylvania State University in 2019, and a Juris Doctor from The Pennsylvania State University in 2019. He holds certifications in operations security level II from the National Security Agency, foreign disclosure officer from the Defense Intelligence Agency, and facility security officer from the Center for Development of Security Excellence. Additionally, he is a Project Management Professional certified by the Project Management Institute and a member of the Bar Association of the District of Columbia and the Pennsylvania Bar Association. Additionally, he dedicates his time to maintaining an active pro bono practice, advocating on behalf of military veterans, and participating in the Big Brothers organization.
Reflecting on his path, Mr. Young’s most notable achievement to date is his work on a multi-billion-dollar naval propulsion deal, which involved collaboration with prominent defense contractors from the U.S. and U.K. This experience allowed him to engage with diverse stakeholders, further deepening his understanding of complex regulations and cross-border investment issues. In light of his impressive undertakings, he was recognized as a Rising Star in CFIUS by The Legal 500 United States in 2024. He attributes his success to the exceptional mentors he has encountered throughout his career and acknowledges the vital role his wife has played in supporting his journey.
