Andrew A. Rainer, litigation director of the Public Health Advocacy Institute and counsel at Brody, Hardoon, Perkins & Kesten LLP, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in legal services.

With over four decades of experience, Mr. Rainer has built a successful career in legal services, specializing in public health litigation. He currently serves as counsel at Brody, Hardoon, Perkins & Kesten LLP and as litigation director at the Public Health Advocacy Institute, roles he has held since 2014. His previous experience includes serving as assistant attorney general and chief of the Massachusetts Environmental Strike Force at the Massachusetts Attorney General’s Office from 2008 to 2014, and as a partner at McRoberts Roberts & Rainer LLP from 2004 to 2008. He specializes in representing families of smokers in litigation against cigarette manufacturers, leveraging his background in environmental litigation, consumer protection, and whistleblower cases. He has represented property owners, public entities, and consumers in unfair trade practices and has been involved in cases under both the federal and state False Claims Acts. In addition, he oversees litigation challenging the deceptive marketing of unhealthy products to children, such as energy drinks and cigarettes.

An AV-rated lawyer, Mr. Rainer has served as lead counsel in numerous jury trials, securing multimillion-dollar settlements. Notably, he brought the first whistleblower suit against a government contractor for fraud in Boston’s Big Dig, recovering nearly $50 million for federal and state governments. He also dedicates his time to several leadership roles in the legal community, having served as a trustee of the Massachusetts Bar Foundation since 2012 and as a board member and president of The Frank J. Murray Inn of Court since 1994.

Additionally, Mr. Rainer was a board member and secretary of the board for the Lawyers’ Committee for Civil Rights of Boston from 1996 to 2008, and president of the board for Massachusetts. He has been involved with the Immigrant & Refugee Advocacy Coalition from 1999 to 2007, and served as a council member and section chair for the Boston Bar Association from 2003 to 2006. In light of his impressive undertakings, he has received numerous honors, including Lawyer of the Year from The Frank J. Murray Inn of Court and Prosecutor of the Year from the Association of Financial Fraud Investigators. Laying a strong educational foundation for his success, he earned a bachelor’s degree in history from Princeton University in 1979 and a Juris Doctor from New York University School of Law in 1982. He holds bar admissions to the Supreme Court of the United States and several federal circuit courts.

Reflecting on his path, Mr. Rainer takes great pride in his involvement in a high-profile tobacco case, where he secured a $1 billion punitive damage award against Philip Morris. He also successfully prosecuted a railroad company for illegal dumping, resulting in the largest environmental fine ever imposed in Massachusetts, due to the severity of the violation. Despite an appeal to the Massachusetts Supreme Court, the original verdict was upheld, marking a significant milestone in his career. In the coming years, he remains committed to staying actively involved in significant environmental litigation, continuing his pursuit of justice in these critical areas.
