Most recently, he served as the executive vice president and general counsel for Prudential Securities Group before retiring in 1994. Earlier, he spent over a decade as a partner at Gibson Dunn & Crutcher LLP between 1983 and 1994. Mr. Spencer also garnered success with the U.S. Securities and Exchange Commission from 1976 to 1983. Besides his primary career obligations, he taught as an adjunct professor at Georgetown University between 1980 and 1985, where he was instrumental in preparing students for their future careers.
Following retirement, Mr. Spencer became heavily invested in philanthropy, primarily as a director for the Arthur D. Dana Foundation, an organization dedicated to education and the arts. Furthermore, he remains busy managing West Hill Properties LLC, a family corporation. In addition to these involvements, Mr. Spencer participates in charitable initiatives that he finds meaningful to society and provides him with a sense of fulfillment.
Having studied at prestigious institutions, Mr. Spencer received a Bachelor of Arts in philosophy from Princeton University in 1965 and a Doctor of Jurisprudence from Yale University in 1969. Besides his work-related obligations, he became active on several college-related boards at Randolph-Macon College, the University of California San Diego, Northwestern University, Salisbury School, and Hewitt School. As a trustee emeritus of Randolph-Macon College, he received an Honorary Doctor of Laws from in 2024. As a well-recognized expert in his field, Mr. Spencer has also authored several publications, including “Regulation of International Securities Markets: Towards a Greater Cooperation.”
