She was a registered in-house counsel at ILOG from 2008 to 2009, served as director of contracts management at Ingres from 2007 to 2008, was corporate counsel at SEVEN Networks in 2005, and contract negotiator at Advent Software in 2003. Earlier in her career, she held roles as intellectual property counsel at Mobility Network Systems from 2001 to 2003, manager of legal affairs at DigitalPersona from 1999 to 2001, manager of legal services at HQ Network Systems from 1997 to 1999, and law clerk at Jacobsen and Colfin P.C. in 1992. She has also served as a commissioner for the City of Raleigh Arts Commission since 2019, president of the Boylan Heights Neighborhood Association in 2019, board adviser and secretary for the NC Industrial Hemp Association, and volunteers for environmental causes, including the Audubon and the Cucalorus Film Festival, as well as the All Things Open Conference.

Reflecting on her career, Ms. Payne built a solid educational foundation with a Bachelor of Arts in French and communication from North Carolina State University in 1986 and a Juris Doctor from Washington and Lee University School of Law in 1989. She also pursued coursework in international law at the University of San Diego’s Paris program and earned a paralegal certificate from North Carolina State University in 2014. She began her career as a clerk for a business internship program in Paris, leveraging her background in French and communications, where she developed a passion for law, particularly First Amendment law. She takes great pride in being selected from 700 applicants to work on a cybersecurity initiative during the Obama administration for the Defense Department, focusing on solutions for grid attacks. In addition to her legal work, she has also gained a unique global perspective as a flight attendant for Tower Air, where she traveled to 37 countries, primarily transporting troops. She recalls making French announcements during flights and cherishes the experience of transporting pilgrims to Mecca for the Hajj, which allowed her to immerse herself in diverse cultures, an experience she likened to being in the Peace Corps. She attributes her success to her perseverance, resourcefulness, adaptability, and creativity. In the coming years, she plans to pursue a master’s degree in fine arts and film, seeing it as a powerful communication tool. She is also focused on expanding her business, Futuro Homes, while actively seeking new job opportunities. Personally, she dreams of visiting UNESCO World Heritage Sites and exploring new interests and experiences.
