Arthur C. Silverman, Esq., Building Design and Construction Group Head at the law firm of Rosenberg & Estis, P.C., has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in construction law.
Mr. Silverman has nearly 60 years of excellence in the legal profession. Rosenberg & Estis specializes in real estate law in all aspects, including: transactions, design and construction, zoning and land use, government assistance programs and dispute resolution. Mr. Silverman’s expertise includes contract negotiations; construction management, contractor and design-build agreements; and design and construction provisions in leases and build-to-suit structures. Prior to his appointment to Rosenberg & Estis, he served as a partner with Duane Morris LLP, Thelen Reid & Priest LLP, and Golenbock & Barell. He began his legal career as a law clerk responsible to the late Chief Judge Lumbard of the U.S. Court of Appeals for the Second Circuit.
Mr. Silverman is known for representing the National September 11 Memorial & Museum in its construction, and for his services regarding the Jet Blue Terminal at John F. Kennedy International Airport, the Harlem campus of the School of Social Work at Hunter College, the new Teaching and Learning Center at Barnard College, and numerous large-scale or complex commercial, residential, mixed-use and interior projects in the New York City metropolitan area and elsewhere. He recently represented Ramaz School which is a modern orthodox world-class Yeshiva nursery to high school on the Upper East Side. He was put in charge of building the new high school. The architects were outstanding, and the building is world-class. It was featured in the Architectural Record Magazine. He also Mr. Silverman represented the clients who restored the Statue of Liberty.
To prepare for his career, Mr. Silverman studied engineering, obtaining Bachelor of Science degrees in engineering and industrial management from the Massachusetts Institute of Technology (M.I.T.) in 1960. He went on to earn a Doctor of Jurisprudence from Columbia University School of Law in 1964, and was admitted to practice law in New York in 1965. He has also been admitted to practice before the Supreme Court of the United States and the U.S. District Courts for the Eastern and Southern Districts of New York. He serves as a member of the Law Committee of the New York Building Congress, and on other Committees of the Congress, and for many years has been a member of the Construction Law Committee of the Association of the Bar of the City of New York.
The author of “Getting the Most for Owners in Construction Contracting,” (in The Voice, the official publication of the Construction Users Roundtable), Mr. Silverman’s membership in the American Bar Association focuses on its Forum on Construction Law and on various sections that deal with real estate and business planning, organization and operations. He is a member of the Construction Specifications Institute, the National Society of Professional Engineers and the New York State Bar Association.
Mr. Silverman has been well-recognized for his achievements and contributions to the legal industry. Listed in Best Lawyers in America in Construction Law by U.S. News since 2007, he has also been recognized as a New York Super Lawyer from 2006 to 2018. Chambers USA has named him among America’s Leading Lawyers from 2008 to 2018, where he is listed as one of the Top Rated Lawyers in Construction Law. Mr. Silverman has earned an AV Preeminent Peer-Review Rating by Martindale-Hubbell continuously every year since 1981, and is a Fellow of the Construction Lawyers Society of America, in which membership is by invitation only. These recognitions continue a pattern that began in high school, where Mr. Silverman regularly earned national ranking as a debater by the National Forensic League. At Columbia Law School, he placed first in its prestigious Honors Moot Court Competition before a three judge panel of superb jurists: Hugo Black (Justice of the Supreme Court of the United States), Henry Friendly (who became Chief Judge of the Unites States Court of Appeals for the Second Circuit) and Stanley Fuld (who became Chief Judge of New York State’s highest Court of Appeals).
Married to Donna Zolov since 1961, Mr. Silverman has two children and eight grandchildren. He is active in communal activities. He has been listed in several editions of Who’s Who in America, Who’s Who in American Law, Who’s Who in the East, and Who’s Who in the World. In addition, Marquis Who’s Who has honored him as an Industry Leader, Top Lawyer and Worldwide Humanitarian. He was presented with the Albert Nelson Marquis Lifetime Achievement Award in 2017.
