Specializing in the federal regulation of natural gas, he is responsible for handling client litigation before the Federal Energy Regulatory Commission (FERC) and the appellate courts, as well as counseling energy companies regarding compliance standards and regulations as set by the FERC and U.S. Department of Energy – in this last respect, he currently serves of counsel for Golden Pass LNG Terminal, a natural gas export company based in Port Arthur, Texas. 

Prior to his current endeavors, Mr. Sweeney found success as a partner at several legal firms, including John & Hengerer LLP from 1991 until 2018, at Katten Muchin Rosenman LLP between 1990 and 1991, and at Grove, Jaskiewicz, Gilliam and Cobert, a natural gas law boutique, from 1988 to 1990. He initially entered the field as an associate attorney at the aforementioned firm in 1981. 

Mr. Sweeney first studied history at William & Mary College, where he attained a Bachelor of Arts in 1978. Following this accomplishment, he attended the George Washington University, from which he earned a Doctor of Jurisprudence in 1981. To remain aware of developments in the field, he remains active with such organizations as the Energy Bar Association, the American Bar Association and the District of Columbia Bar. 

Likewise dedicated to civic advocacy, Mr. Sweeney is a prolific presence at his local place of worship, the Clarendon United Methodist Church, where he is active in church leadership and supports numerous charitable endeavors. Additionally, he is a supporter of the Neighborhood Complete Streets Commission of Arlington County. 

Among his most cherished achievements, Mr. Sweeney is particularly gratified by his involvement in a series of litigations that yielded the current open-access transportation rules that apply to interstate gas pipelines. He was also enmeshed with the complete restructuring of gas regulation during the mid-1980s and early 1990s, which resulted in the modern regulatory structure of the industry. In accounting for his success, Mr. Sweeney largely credits his alacrity in response to the demands of his clients, as well as his ability to accurately define issues and resolve them.
