Dorianne A. Meloy, Esq., Principal Counsel for the People’s Insurance Counsel Division at the Office of the Attorney General of Maryland, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in legal services.

With nearly 40 years of experience in civil and criminal law to her credit, Ms. Meloy currently excels as the principal counsel for the People’s Insurance Counsel Division within the Office of the Attorney General of Maryland. In this role, she directs the division’s efforts to evaluate insurance matters affecting consumers and advocate on their behalf before the Commissioner and courts while likewise reviewing significant rate increases and conducting investigations to protect consumer interests. She began her career as the chief of the Child Abuse, Sexual Assault, and Elderly Abuse Unit at the State’s Attorney’s Office in Prince George’s County, Maryland from 1985 to 1991, the deputy state’s attorney in Dorchester County from 1991 to 1998, an assistant state’s attorney in Prince George’s County from 1998 to 2004, and an associate county attorney for Prince George’s County Office of Law from 2004 to 2006. Active with the state’s attorney’s office between 2006 and 2010, Ms. Meloy found further success with the Prince George’s County Office of Law and the Office of the Attorney General in Maryland, the latter of which appointed her as deputy principal counsel for the Correctional Litigation Division from 2012 to 2019 and as deputy counsel until 2021. 

Before embarking upon her professional path, Ms. Meloy pursued an education at Towson State University, from which she earned a Bachelor of Science in 1982. She concluded her formal academic efforts at the University of Baltimore School of Law, graduating with a Doctor of Jurisprudence in 1984. A fellow of the Academy for Excellence in Local Governance since 2009, she has proudly represented cases before the United States District Court for the District of Maryland, the United States Court of Appeals for the Fourth Circuit, and the Supreme Court of the United States of America. Born in Maryland, Ms. Meloy remains deeply connected to her community. and has contributed significantly to several non-profit organizations.

Throughout her career, Ms. Meloy has been recognized for her leadership and service excellence with accolades such as the Experienced Leadership Award from the Office of the Attorney General in 2017 and the Department of Public Safety and Correctional Services Secretary’s Service Excellence Award in 2018. She attributes her success to the support that she received from colleagues and mentors early in her career, which helped shape her understanding of a government lawyer’s role in serving the public good. Looking toward the future, Ms. Meloy is determined to continue making meaningful contributions through her work with the People’s Insurance Counsel Division, utilizing her skills to benefit Maryland residents while positively impacting others’ lives through her professional endeavors.
