His extensive experience includes serving as principal and managing partner at Davey & Brogan P.C. from 1991 to 2022 and as a defense attorney and staff judge advocate with the United States Navy JAG Corps from 1987 to 1991. He also served in the United States Navy Reserve for eight years and on active duty for three and a half years. His memberships include the Maritime Law Association for the USA, Average Adjusters of England, and Average Adjusters of the USA, and he is a donor to the Virginia Stage Company. In light of his impressive undertakings, he was honored as Lawyer of the Year in Virginia by Best Lawyers in America in 2020. Laying a solid educational background for these successes, he completed coursework at Virginia Polytechnic Institute and State University in 1980, a Bachelor of Science in marine engineering from the United States Merchant Marine Academy in 1979, and a Juris Doctor from the College of William & Mary in 1985.
Reflecting on his path, Mr. Brogan says that his lifelong fascination with the water and the ocean guided his decision to attend the United States Merchant Marine Academy, aiming to build a career connected to the sea. As a marine engineer, he joined the Reserves and spent time sailing on merchant ships, and to make productive use of his downtime, he enrolled in law school, completing two weeks of active duty training while pursuing his degree. During law school summers, he continued sailing on merchant ships, and winter breaks were spent with the Navy. After graduating from law school, his prior service as a Reserve officer facilitated his swift acceptance into the JAG Corps.
Mr. Brogan takes immense pride in establishing and managing his law practice, which has created numerous employment opportunities and delivered positive outcomes. He attributes his success to the unwavering support of his dependable partners, particularly Phil Davey, who guided him through his early career and offered continuous assistance. In the coming years, he aims to leverage the expertise and dedication of the attorneys at Kaufman & Canoles to make a significant impact on the maritime industry. He envisions arguing a maritime question of law before the Supreme Court of Virginia, motivated by the prospect of presenting a case to a friend and classmate who serves as a justice. Additionally, he is open to the possibility of teaching in the future.
