Andrew Fulkerson, professor emeritus at Southeast Missouri State University, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in education.
With over 30 years of experience to his credit, Mr. Fulkerson has excelled at Southeast Missouri State University as an assistant professor from 2003 to 2008, an associate professor from 2008 to 2012, a professor from 2012 to 2018, and a professor emeritus since 2018. He began his career as a presenter at various conferences and symposia. At the University of Arkansas School of Law, he worked as an associate editor of the Arkansas Law Review. He served as a member of the Arkansas Judicial Discipline Commission from 1993 to 1995. He garnered a stellar reputation as a judge in the Arkansas District Court of Greene County from 1986 to 2000.
Mr. Fulkerson continued his career as an adjunct instructor at Arkansas State University from 2000 to 2003. He held the position of deputy prosecuting attorney of Greene County, Arkansas from 2009 to 2013 before being appointed to the role of special associate justice of the Supreme Court of Arkansas in both 2013 and 2014. He was active as an attorney-at-law with Paragould from 1980 to 2015 and as an adjunct professor at The University of Mississippi since 2018.
Before embarking on his professional path, Mr. Fulkerson pursued an education at Arkansas State University, where he earned a Bachelor of Arts in history in 1976 and a Master of Arts in sociology in 1978. He continued his academic efforts at the University of Arkansas, obtaining a Juris Doctorate in law in 1980. He concluded his studies at the University of Portsmouth School of Criminology and Criminal Justice, graduating with a PhD in criminology in 2004.
Beyond his responsibilities within the field, Mr. Fulkerson has participated in numerous endeavors outside of his professional circles. He held executive and leadership positions with the Collins Theatre Foundation, the Academy of Criminal Justice Sciences, the Arkansas District Judges Council, the Arkansas PBS Commission, and the Open Addiction Journal. He found success as an author of various book chapters, a contributor of numerous articles appearing in various publications, and co-author of “The Dark and Evil World of Arkansas Prisons: Transformed Through Federal Court Intervention” in 2021. As a manuscript reviewer, he contributed to the American Journal of Criminal Justice, the Journal of Drug Issues, the Criminal Justice Policy Review, and the International Journal of Restorative Justice.
In addition to his primary vocation, Mr. Fulkerson remains affiliated with various organizations in relation to his areas of expertise. He was a member of the Arkansas Bar Association and the Southern Criminal Justice Association. In light of his impressive undertakings, he has accrued several accolades throughout his career. He has been presented with more than a dozen awards and commendations from Southeast Missouri State, the Kiwanis Club, the Boy Scouts of America, and the Greene County Bar Association.
