After obtaining a Bachelor of Science in agriculture in 1957 from Texas A&M University, Mr. Harvill continued his education with a Doctor of Jurisprudence from the University of Texas at Austin School of Law in 1964. He is admitted to practice law in the State of Texas; the United States Bankruptcy Court for the Southern District of Texas; and the United States Court of Appeals for the Fifth Circuit, and he is a board member of the Houston Bar Association. Mr. Harvill prospered as principal attorney in the Law Offices of Dale Harvill in Houston for more than three decades from 1964 to 2000.

Mr. Harvill grew up in west Texas in a migrant farmworker family. While serving his country in the United States Navy from 1961 to 1964, Mr. Harvill was assigned to shore duty in Philadelphia as a court witness on behalf of Navy men embroiled in legal issues, where he was able to develop an interest in law. He worked his way through college by feeding chickens before writing bills four hours a day for the Texas legislature to pay for his legal education and cites being in the top 10 percent of his class and thus qualifying to be part of the institution’s law review, graduating sixth in his class.

Mr. Harvill prides himself on winning 95 percent of his cases. His most notable case involved representing a widow in 1989 and helping her to receive $10.2 million as indemnity for the death of her husband, who was killed in an accident by a truck that lost its load while passing his car as he and his son were driving on the freeway to attend an event in Houston. Equally noteworthy for him was receiving an AV rating from Martindale-Hubbell, a testament to his superb skills and integrity as a lawyer.

Besides his excellence in legal work, Mr. Harvill is a past vice president of the Arabian Horse Association. Having become active in horsemanship, he was named among the Top 10 in several Canadian and American equestrian competitions, received a National Award in Canada, and was rated as the sixth in cattle cutting worldwide. Now enjoying retirement, Mr. Harvill plans to travel and devote his time to his successful real estate investments.
