Robert A. Mellion, Executive Director, General Counsel, and Lobbyist with the Massachusetts Package Stores Association, Inc., has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in business and law.
Mr. Mellion is the Executive Director and General Counsel at the Massachusetts Package Stores Association (MPSA). This trade association represents off-premises retailers of beer, wine, and spirits across the Commonwealth of Massachusetts. In his current positions as chief executive, general counsel, and lead lobbyist, Mr. Mellion supervises industry relations, federal and state government affairs, and oversees legal matters before all applicable government agencies, as well as Massachusetts and federal courts. He serves on the Board of Directors and the Advisory Council to the Alcohol Beverages Licensees (ABL), the national association representing independent retailers of alcoholic beverages and tavern owners in the U.S. With the ABL, Mr. Mellion is the vice-chair of the Government Affairs Committee and serves on the Legal Affairs Committee, which he helped establish in 2019. He is also the vice-chair of the Massachusetts Retail Merchants Workers Compensation Insurance Group, which is the largest private workers compensation insurance group in the country.
During the COVID-19 pandemic, Mr. Mellion advocated for securing “essential services” designation for beverage alcohol retail in Massachusetts and assisted retailers in securing personal protection equipment and vaccination priority status. He additionally led a successful legal challenge to prevent a damaging ballot initiative from reaching the Massachusetts voters and has protected the Massachusetts economy through his opposition to hundreds of bills. In addition to his political activism, Mr. Mellion hosts a weekly radio program titled the “Beer, Wine & Spirits Show” to draw positive attention to the alcohol beverages industry. He also taught world history for six years as an adjunct professor at Bristol Community College.
Prior to his current positions, Mr. Mellion was the President, Chief Executive Officer, and General Counsel of the Bristol County Chamber of Commerce, which serves the economic interests of southeastern Massachusetts. He has been involved with redesigning and developing the Fall River, Massachusetts waterfront, and commuter rail service, among other projects, and hosted a regional radio show titled “Voice of Business” for a decade. Mr. Mellion served as chair of the Council of CEOs to the Massachusetts Association of Chamber of Commerce Executives and was the director and clerk to the Massachusetts Marketing Partnership.
In preparation for his career, Mr. Mellion earned a Juris Doctor degree from the University of Massachusetts School of Law, a master’s degree in history from Providence College, and a bachelor’s degree in political science from the University of Nebraska – Lincoln. He spent many years as an elite athlete and coach, winning over 52 gold medals as a member of the Pre-Elite United States Rowing Team during the early 1990s, and being recruited by the Israel Rowing Federation to establish an Israel National Rowing Team. In 1996, Mr. Mellion started a successful private high-altitude training facility and health club business. In recognition of his achievements, he has been recognized with the Chamber Executive Award through the Massachusetts Association of Chamber of Commerce Executives and the Chairman’s Award through the Fall River Area Chamber of Commerce and Industry, among other honors. In the coming years, he intends to experience continued success in his career pursuits.
