Patricia Anne Taylor Carsel, Commissioner and President for 2020 for the Board of Elections in New York City, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in administrative law.

Running for commissioner and president for the New York City 2020 Board of Elections, Ms. Taylor is backed by more than three decades of eminent experience across library science and law. Upon earning a Bachelor of Science in chemistry from Hampton University in 1965, she went on to attain a Master of Library Science from Drexel University in 1970. Ms. Taylor commenced her career in Africa as head science faculty librarian at Haile Selassie University in Ethiopia and as associate medical librarian at Makerere University in Uganda between 1971 and 1973, which she considers the highlight of her career. Returning to the United States, she excelled as the director of the New York City Municipal Reference Library DORIS from 1982 to 1989 while beginning her pivot to the legal realm.

Desiring to hone in on her negotiating skills, Ms. Taylor attained a Doctor of Jurisprudence from the New York Law School in 1987. Today, she is admitted to practice in New York State, as well as before the U.S. District Courts for the Eastern and Southern Districts of New York and the U.S. Supreme Court. At the beginning of her legal career, she was the dean’s executive assistant at the CUNY School of Law from 1997 to 2002 before excelling as the deputy general counsel of the New York City Department of Transportation from 1989 to 2007. More recently, Ms. Taylor found success as the president of the Staten Island Women’s Bar Association from 2009 to 2011 and as the principal law clerk to the New York Supreme Court Justice in Kings County for 11 years until 2018. Notably, she was the recipient of the Access to Justice Award from the Women’s Bar Association of the State of New York in 2019, attributing her success to diligence and determination.
