Originally pursuing coursework in biology at the University of Southern California, Mr. Marlatt later earned a Bachelor of Arts in political science from the California Polytechnic State University in 1981. In 1984, he received a Doctor of Jurisprudence from Pepperdine University. Since the 1980s, he has been admitted to practice law before the Supreme Court of the United States, the U.S. District Court for the Central District of California and the Federal Ninth Circuit Court of Appeals.
