Supported by more than 40 years of eminent experience, Mr. Keiner has served as a shareholder and of counsel with Dannis, Woliver, Kelley, Attorneys at Law in their Sacramento and San Luis Obispo offices since 2015. Specializing in education law, he represents school and community college districts in civil litigation, labor personnel and governance and administrative law matters. His experience also includes civil writs and appeals, personnel and employment litigation, constitutional litigation, and special education litigation. To remain aware of developments in the field, Mr. Keiner holds membership with the American Bar Association, the Sacramento County Bar, the Anthony M. Kennedy Inn of Court, the Harry S. Truman Club and the Order of Coif. Notably, he was also the recipient of an award for administrative law from American Jurisprudence.

Prior to serving in his current role, Mr. Keiner was a shareholder of Kronick Moskovitz Tiedemann and Girard for 10 years until 2015, as well as a shareholder of Girard & Vincent from 1998 to 2005. He excelled in private practice from 1992 to 1998 after gaining initial experience as an associate at Biddle and Hamilton between 1982 and 1992 and at Biddle, Walters, Bukey from 1980 until 1982. Additionally, Mr. Keiner offered his expertise as an instructor at the University of California, Davis Extension from 1986 to 1999 and as an adjunct professor at the University of the Pacific McGeorge School of Law in 2012. A contributor of articles to law journals, he recalls his most memorable cases were Cold vs Orville Union High School District and Plans vs Sacramento City Unified School District.

Mr. Keiner received a Bachelor of Arts, with high honors, from the University of California, Santa Barbara in 1977 and a Doctor of Jurisprudence, with distinction, from the University of the Pacific McGeorge School of Law in 1980. While attending law school, he clerked with Justice Edwin Regan in the California Court of Appeals, California Attorney General’s Office-Administrative Law section and with the California Assembly Majority. He has been admitted to practice law in the state of California, as well as before the U.S. Districts Courts for the Eastern, Northern and Central Districts of California, the U.S. Court of Appeals for the Ninth Circuit and the Supreme Court of the United States. To attest to his legacy, Mr. Keiner can also be found in editions of Who’s Who In Finance and Industry, Who’s Who in America, Who’s Who in American Law, Who’s Who in the West and Who’s Who in the World.
