Thomas James Hartford, III, Attorney, Senior Associate and General Counsel at Cambia Health Solutions, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in health insurance law.

Originally torn between pursuing a career in education or law, Mr. Hartford went on to proudly become the first attorney in his family. Considering himself an underdog, he wished to help those who felt they were in similar positions before the law, and he has done so with dexterity for the past 35 years. A student at St. John’s College in Oxford, England in 1981, he received a Bachelor of Arts from the University of the South in Sewanee, Tennessee in 1982. Mr. Hartford then went on to achieve a Doctor of Jurisprudence from the University of Washington in St. Louis, Missouri in 1985. That same year, he was admitted to practice law in the state of Utah, as well as before the U.S. District Court of Utah.

At the start of his career, Mr. Hartford served Blue Cross and Blue Shield of Utah in Salt Lake City for 13 years. His father sat on the board of directors and was able to acquire him the opportunity for an interview, which he knocked out of the park. From 1985 to 1997, he was a staff attorney, as well as general counsel in 1997 and 1998. Notably, he was the recipient of the Blue Cross Blue Shield Association Roger G. Wilson Award in 2017, which he calls the highlight of his career. For the past 22 years, since 1998, Mr. Hartford has excelled in his positions as an attorney, senior associate, and general counsel for Cambia Health Solutions, where he specializes in health insurance law.

To remain abreast of developments in his field, Mr. Hartford maintains affiliation with the American Bar Association and Order of Gownsmen. Looking back on his illustrious career, he attributes much of his success to his mentors Mike Tobin, the first attorney at Blue Cross Blue Shield, and John Attey, the company’s chief legal officer. Mr. Hartford’s advice to the next generation aspiring to work in health insurance law is to understand the fundamentals of the role is to essentially clean up other people’s messes when they should have known better. When he is not working, he enjoys writing, reading and swimming. As a testament to his legacy, Mr. Hartford can also be found in the sixth edition of Who’s Who in American Law and the third edition of Who’s Who of Emerging Leaders in America.
