Laurence M. Smail, Retired Counsel with the Department of the United States Army, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in federal contract law.
For many years, Mr. Smail excelled as an attorney. Prior to the start of his career, he earned a Bachelor of Arts and a Doctor of Jurisprudence from Washington and Lee University in 1959 and 1962, respectively. He was an associate editor of the law review. He concluded his academic efforts with a Masters of Business Administration from The College of William & Mary in 1973. He was admitted to practice law in the state of Virginia and is admitted to the United States Court of Claims, United States Tax Court, United States Supreme Court, and the United States Court of Appeals for the Federal Circuit. He is also a Certified Professional Contract Manager. A veteran of the United States Army, Mr. Smail served as a captain from 1962 to 1965 as a legal officer and received the Army Commendation Medal in 1964. Subsequently, he began his legal career with Hoyle & Short in Newport News as an associate for a year. Consequently, he joined USAAV Laboratories in Fort Eustis, Virginia, as an attorney-advisor from 1966 to 1974.
Mr. Smail was briefly counsel for the Supervisor of Shipbuilding with the United States Navy before assuming employment with the United States Army Aviation Applied Technical Directorate until his retirement in 1999. He is a Fellow in the National Contract Management Association. For over 40 years, he has contributed in several capacities to the First Advantage Federal Credit Union, having held the posts of Chairman of the Board and Treasurer. After retirement from the federal government, Mr. Smail was an assistant professor of management at the Florida Institute of Technology for 11 years. He served admirably as the president of the Lifelong Learning Society at Christopher Newport University. He also served as the president of Christopher Newport University’s Theatre Guild.
Mr. Smail has a long history of community service to include serving as president of the Brentwood Civic League, chairman of the Newport News Taxpayers Association, and the director of the Virginia Financial Network Partners. He has also been featured in several editions of Who’s Who in American Law and Who’s Who in America. Since retirement, he has become a world traveler, exploring China, South Africa, Europe, and North America. In the near future, Mr. Smail plans to continue his travels and keep on learning.
