Deciding to pursue law after he was commissioned as an officer in the U.S. Marine Corps, Mr. Harley has practiced for 50 years and currently serves as the principal of his own firm, Law Office of Robison D. Harley, Jr. In Santa Ana, California, since 1985.
After passing the Pennsylvania bar in 1971 and being admitted to the U.S. Court of Military Appeals, he was trial counsel, defense counsel and military judge in approximately 500 summary, special, and general courts martial’s for the Marine Corps’s Western Bases from 1971 to 1975. In 1976, he was admitted to the bars for California, the Ninth Circuit Court of Appeals and the Central and Southern Districts of California, and eventually became a partner at Cohen, Stokke, Owen and Davis from 1977 to 1985. Since 1977, Mr. Harley has been admitted to the New Jersey and District of Columbia bar as well as the Eastern District of Pennsylvania, the District of New Jersey and the Third Circuit Court of Appeals.
From 1977 to 1994, Mr. Harley has served in the U.S. Marine Corps Reserves as a Lt. Col. in the Judge Advocate General’s Corps as the reserve regional defense counsel for the Western Bases and as the director of the Marine Corps trial advocacy training program worldwide for Marine, Air Force, Army, Coast Guard and Navy JAG officers. He earned the National Defense Service Medal, the Reserve Medal, and the Navy Marine Corps Commendation Medal for the successful defense of a military death penalty case.
Since 1971, Mr. Harley has been counsel of record on more than 10,000 criminal cases, more than 500 jury trials, and more than 200 court trials in state, federal and military trial courts. He has been counsel of record for well over 1,000 appeals in California and federal appellate courts in California.
Since 1981, Mr. Harley has been certified as a criminal law specialist with the State Bar of California and re-certified every five years. Since 1982, Mr. Harley has been a certified criminal trial advocate with the National Board of Trial Advocates and re-certified every five years. Since the mid-80s, he has been selected to numerous Who’s Who publications including Who’s Who in America and Who’s Who in American Law, has held an AV preeminent rating in Martindale–Hubbell, has been named to the Top 100 Criminal Defense Attorneys, Top 100 Lawyers by the National Trial Lawyers, and top 1% of the National Distinguished Council, Top Attorney in Orange County, and selected as a Southern California Super Lawyer every year since its inception in 2004, among other awards. For over 45 years, he has been an active member of the American Bar Association, the Orange County Bar Association, the National Association of Criminal Defense Lawyers, the California Public Defenders Association and the California Attorneys for Criminal Justice.
In preparation for his legal counsel, Mr. Harley graduated from The Hill School in Pottstown, Pennsylvania in 1964, Brown University with a Bachelor of Arts in 1968, Temple University Law School with a JD in 1971, and University of San Diego School of Law with an LLM in criminal law in 1980.
