Franklin Best Jr., general counsel and vice president of Penn Mutual Life Insurance, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements and leadership in insurance law.

In preparation for his career, Mr. Best attended Yale University in New Haven, Connecticut, where he earned a Bachelor of Arts in 1967. He continued his academic pursuits at the University of Pennsylvania Law School in Philadelphia, graduating with a JD in 1970, and was admitted to practice law in the State of Pennsylvania. After garnering experience at the law firm Evans & Lewis, he started his career at the Penn Mutual Life Insurance Company. In 1974, Mr. Best accepted a position as assistant counsel with the company and went on to hold numerous further positions, including as assistant general counsel, associate general counsel, managing corporate counsel and chief legal officer. Currently, he works in numerous roles for the Penn Mutual Life Insurance Company, including as general counsel, vice president and corporate secretary.

Mr. Best returned to his studies as a postgraduate in the executive program in business administration with the Columbia Business School in 1994. In addition to his primary pursuits, he has been an active member of his community and has found further success through his creative work. As a contributor of numerous articles to professional journals, Mr. Best served as a contributing editor for the Institute of Paralegal Training in 1984 and authored “Pennsylvania Insurance Law” in 1991. He has also authored future editions of his book, in addition to co-authoring the second edition of “Life and Health Insurance Law” in 2008 and working as a speaker at numerous conferences. He has maintained affiliation with many organizations in relation to his field, including the International Claim Association, the Philadelphia Bar Association and the American Bar Association. As a testament to his success and stature, Mr. Best has been selected for inclusion in the 71st and 72nd editions of Who’s Who in America.
