Stephen Franks, Retired Judge for the District Court of North Carolina, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in adjudication.
With nearly 40 years of professional experience, Mr. Franks has been retired since 2002, having been a judge for the District Court of North Carolina since 1988. Prior to obtaining this role, he held a private practice from 1981 to 1988 and he was a legislative advisor to the County of San Bernardino from 1970 to 1981. Earlier in his career, he was counsel to the mayor of San Bernardino, CA from 1966 to 1969, having been a deputy city attorney with the city attorney’s office since 1964.
Mr. Franks first pursued an education with Duke University, where he obtained a Bachelor of Arts in 1952. He subsequently completed a Bachelor of Laws with the University of North Carolina in 1955, earning a Juris Doctor later that same year with the school. He then joined the United States Navy, serving as a Commander Judge Advocate General from 1955 to 1960. He has been admitted to practice in the states of North Carolina and California, as well as before the United States Supreme Court.
A respected voice in his areas of interest, Mr. Franks has been affiliated with a number of professional organizations. A fellow of the Association of Trial Lawyers of America, he is a member of the North Carolina Bar Association, the University Club, and the Elks Lodge. A board member for Rotary International, he is a senior warden for the Vestry Governing Board and he has been active with Saint John’s Church and Flat Rocks.
In addition to his primary role, Mr. Franks has been active in his community. A member of the Child Fatality Prevention Team, he is the former president of the San Juan Unified School District. He has also served as president director of the Sacramento County Mental Health Association. Furthermore, he is a former federal aid coordinator for the city of San Bernardino, California.
