Mr. Scroggs attended Harding University, earning a Bachelor of Arts in 1963, and from 1964 to 1967 he served as a lieutenant in the United States Navy in Vietnam. He returned to civilian life and continued his academic pursuits at Vanderbilt University, where he earned a JD in 1971. Mr. Scroggs started working as an associate at the Law Firm of Leo Bearman, and in 1972, he started as an associate at Holt, Batchelor, Spicer, rising to the position of partner in 1976. In 1980, he accepted a position as a partner at Less & Scroggs, where he remained for more than a decade until he began working in his own private legal practice in 1992. He transitioned to Scroggs & Rogers in 1997, and in 2003, he took his expertise to Burch, Porter & Johnson, where he served until 2006.
From 2006 to 2016, Mr. Scroggs worked as a chief administrative officer and chief counsel at the Juvenile Court of Memphis and Shelby County, and since, he has worked as senior counsel at the Tennessee Treasury Department. His father and his three uncles served in the Navy during World War II, so he felt that military service was a standard in his family, and his mother instilled in him the importance of a strong work ethic. He maintains affiliations with the American Bar Association, the Tennessee Bar Association, and the Memphis Bar Association. As a testament to his success and stature, Mr. Scroggs has been featured in multiple editions of Who’s Who in the South and Southwest, Who’s Who in American Law, Who’s Who in Finance and Industry, and Who’s Who in America.
