Thomas Kallay, Managing Attorney for the Second Appellate District of the California Court of Appeals, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in law.
Never one to give up on his goals and clients, Mr. Kallay has met with substantial success in the field of law over the last five decades. Today, he is the Managing Attorney for the Second Appellate District of the California Court of Appeals where he is in charge of the court’s Central Staff and has other court-wide responsibilities such as the review of decisions of the Workers’ Compensation Appeals Board and the supervision of the monitoring system for criminal appeals. He also acts as the liaison with the California Appellate Project in its role as the manager of the indigent defense panel. He has been in his current role for eight years and previously served as a judicial attorney in the Second Appellate District. Prior to joining the Court of Appeal staff, he spent many years in private practice. Notably, Mr. Kallay served as lead counsel in 14 cases before the California Supreme Court. The cases were both civil and criminal, the latter including some death penalty appeals.
Mr. Kallay is regarded for his expertise in appellate law. He began his legal career as a lawyer for the U.S. Navy where he served for four years. He has served as a Deputy Attorney General for the State of California, was an associate and partner in the civil litigation department of a large civil firm and was the founding Executive Director of the California Appellate Project – Los Angeles. He has shared his insights and legal experience as a Professor of Law at Southwestern University School of Law for 10 years. He has contributed to the professional community by publishing a number of law review articles. An accomplished author, he published “A Conceptual Approach to California Summary Judgment” in 2012.
Mr. Kallay holds an undergraduate degree and a JD from the University of California, Los Angeles. He was a Fulbright Fellow at the University of Heidelberg in Germany in 1959/60. He was admitted to the California Academy of Appellate Lawyers in 1994. In addition to his membership in the California Bar, he is affiliated with the Los Angeles Country Bar.
