Mr. Bliss set out in his career with one simple goal in mind: to make the world a better place. In his career spanning more than five decades, he has been able to make good on his promise. Some of his achievements include being a Special Master with the U.S. District Court of Los Angeles where he helped transform the Los Angeles bus system from one of the worst to one of the most clean and efficient systems in the world. He has also successfully argued cases in the Supreme Court of the United States and Federal Circuit Courts. Furthermore, he considers the highlights of his life as representing the United States in the United Nations as well as helping to raise his wonderful family. He remains active in his work as the Chairman and CEO of Hale & Northam LLC, a position he has held since 2009. He was previously a partner at OMelveny & Myers LLP, a US Ambassador for the International Civil Aviation Organization with the US Department of State. Mr. Bliss has previously served as acting general counsel at the US Department of Transportation, and has provided his services in various roles with the Environmental Protection Agency, the US Agency for International Development, the Congress for Micronesia, the Peace Corps and the US Department of Health, Education & Welfare.

In order to accomplish this kind of work, Mr. Bliss first earned a Bachelor of Arts from Principia College in 1963. He continued his academic pursuit at Harvard University, receiving a JD in 1966. He has been admitted to practice with the Trust Territory of the Pacific Islands, the New York State Bar, the District of Columbia, the United States District Court District of Columbia, the Supreme Court of the United States and the United States Court of Appeals for the District of Columbia. Mr. Bliss has been recognized on numerous occasions concerning the nature of his work. These prestigious accolades include the Arthur W. Johnson Leadership Award from UNA, the Superior Achievement Award from the US Department of Transportation, the President’s Certificate for Executive Management, a Special Citation from the US Department of Health, Education & Welfare, the Lolo Sarnoff Award for Contribution to the Arts and a top rating from Martindale-Hubbell.
