He has served as an associate counsel for the Combating Terrorism Technical Support Office since 2013, previously working as an assistant general counsel for the National Reconnaissance Office from 2009 to 2013, deputy counsel for the US Navy from 1994 to 2009 and associate counsel from 1989 to 1994, among other roles. In preparation for his exciting career, Mr. Kosarin earned a Bachelor of Arts in history, graduating magna cum laude from Syracuse University in 1973. He then obtained a juris doctorate from Brooklyn Law School in 1976, a Master of Laws in government contract law from George Washington University in 1984, and completed coursework with the US Army War College as well as the US Army Command and General Staff College. Mr. Kosarin has been admitted to practice law in New York since 1977, Washington, D.C., since 1978, the US Supreme Court in 1980, the US Court Claims in 1981, and the US Court of Appeals for the Federal Circuit in 1982.

Mr. Kosarin considers a highlight of his career to be when he taught at the military police school. He made a monumental difference in the lives of his students, taking care to teach them essential education. At a final dinner with the class, his students rose to applaud him for his compassion and knowledge, moment Mr. Kosarin cherishes. In recognition of his immense influence, Mr. Kosarin has been awarded with the Decorated Army Commendation Medal, the Meritorious Service Medal, the Navy Meritorious Civilian Services Medal and the Defense Superior Service Medal. He has been affiliated with numerous organizations, serving as a member of the Washington, D.C., Bar Association, the Titanic History Society, the North Virginia Football Officials Association, National Association Sports Officials, Phi Alpha Delta, Phi Beta Kappa, Phi Kappa Phi and Phi Delta Kappa. A testament to his notoriety, Mr. Kosarin has been awarded The Albert Nelson Marquis Lifetime Achievement Award and has been featured in multiple editions of Who’s Who in America, Who’s Who in American Law, Who’s Who in American Politics, Who’s Who in the East, Who’s Who in the South and Southwest, Who’s Who in the World and Who’s Who of Emerging Leaders in America.
