James Malachy Morris, Counsel to the Chairman of the Farm Credit Administration, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in banking regulation and insurance law.
With more than 40 years of professional experience, Mr. Morris has been Counsel to the Chairman of FCA since 2018. Prior to assuming this position, he was in private practice in banking and regulatory law from 2013 to 2017. From 2006 through 2013 he was General Counsel of the FCS Insurance Corporation. He held a number of roles with FCA from 1987 to 2006, including acting secretary, Senior Counsel, and Counsel to the Chairman. From 1983 to 1987 he was in sole practice, and from 1981 to 1983 he was an associate with Carter, Ledyard, & Milburn in New York, New York. Earlier in his career, Mr. Morris was a senior law clerk with the Supreme Court of Illinois from 1980 to 1981, and an associate with Reid & Priest in New York from 1977 to 1980.
Mr. Morris began his career as a student at Oxford University, completing coursework in 1972. In 1974, he received the Bachelor of Arts degree from Brown University, and he earned a Juris Doctor at the University of Pennsylvania in 1977. Mr. Morris has been admitted to practice in New York, Illinois, and the District of Columbia, before the United States Tax Court, the United States Supreme Court, the United States District Courts for the Southern and Eastern Districts of New York, and to the Barristers Chambers of Manchester, England. In recognition of his work, he received FCS Insurance Corporation Funding Award in 2012 and the Farm Credit Administration Trust Award in 2001.
