An esteemed figure in the field of law, Ms. Perlis has accrued nearly 45 years of professional excellence in her areas of expertise. The president of DBA Perlis & Associates since 1981, Ms. Perlis has also served as president of SILREP International Company since 1984. Prior to these engagements, she acted as director and officer of International Advisory Services, Inc., from 1985 to 1989. Alongside her career endeavors, she served on the Commission to Reorganize City Government with Leadership Louisiana and the Council for a Better Louisiana in 2001. She has also been affiliated with the New Orleans Regional Leadership Institute, the Government Leadership Institute of the University of New Orleans, and a fellow with the Institute of Politics at Loyola University.

Ms. Perlis was a member of the human relations committee for the city of New Orleans from 1992 to 1993, a director of the Metropolitan YMCA of the Oranges from 1990 to 1997, an executive committee member of agency relations of United Way from 1987 to 1990, and an executive committee member of Project Business with Junior Achievement USA in 1987. Passionate about her community, she has served with a number of civic engagements, including as a former chair for YES-Public Broadcasting Station, a member of the executive committee of the Louisiana Children’s Museum, and as an advisory board member for the International Program for Nonprofit Leadership.

In preparation for her career, Ms. Perlis sought a formal education, first obtaining a Bachelor of Arts in French from Principia College in 1967. She followed this accomplishment with a Doctor of Jurisprudence from Tulane University in 1970. Originally aspiring to become a teacher, she decided on law after participating in a study abroad program, realizing that she wanted to help others on an international scale. She has since delved into her profession and has excelled with every step she has taken.

A leading voice in her industry, Ms. Perlis maintains membership with numerous industry-related organizations, including the New Orleans Chamber of Commerce, where she was on the board of directors from 1990 to 2001. In addition, she associates with the Institute for Women in Government at Nicholls State University, the international advisory board in the College of Business at Loyola University, the Jefferson Bar Association, the New Orleans Bar Association, the American Bar Association, and the American Bankers Association. Recognized as an arbitrator and mediator by the American Arbitration Association, Ms. Perlis is also a member of the Federal Bar Association, the New Orleans Area Political Action Council, and the Greater New Orleans Foundation.

In recognition of her exceptional achievements, Ms. Perlis has amassed several accolades throughout her career. Presented with the Distinguished Alumni Award by Principia College in 2006, she has been honored as a Role Model by the Young Leadership Council in 2001 and with the Woman of the Year Award by the New Orleans Public Group in 2000. In addition, she was given the Patty Strong Award by Jefferson-25 in 2000, the Iberville Award by the New Orleans Public Group in 1996, and the Achiever’s Award by the National Association of Women Business Owners in 1994. Furthermore, the Jefferson Economic Development Commission presented her with the Jefferson Economic Development Commission Award in 1994, and the U.S. Small Business Administration gave her the Advocacy of the Year Award in 1988 and 1989. She was named a Lifetime Achiever by Marquis Who’s Who in 2017.
