The prime contracts operation manager for Bechtel National, Inc., since 2004, Mr. Elliott specializes in government contracting for the design and implementation of construction plants to clean up contamination, safeguard nuclear weapons and waste, and modernize defense facilities. Prior to his current position, he worked as managing attorney and general counsel with Consolidated Nuclear Security, LLC, from 2000 to 2004, corporate counsel for McDermott International, Inc., from 1989 to 2000, and prime contracts counsel with Northrop Grumman Corporation from 1986 to 1989.

An arbitrator with the American Arbitration Association from 1992 to 1997, Mr. Elliott received a Bachelor of Arts from the State University of New York at Oneonta in 1976 and Doctor of Jurisprudence from Union College in 1979. He has been admitted to practice law in the states of Tennessee, Virginia, and New York, as well as before the U.S. District Courts for the Eastern District of Tennessee and the Northern District of New York, and the U.S. Court of Appeals for the Armed Forces. He earned a master’s certificate in government contracting from The George Washington University in 2011.

Subsequent to his education, Mr. Elliott served in the U.S. Army as a judge advocate of the General Corps from 1980 to 1986, rising to the rank of lieutenant colonel with the U.S. Army Reserve until his retirement from the military in 2003. He is a member of the Virginia Bar Association and American Legion. His most notable achievement has been assisting employees at the Y12 National Security Complex obtain benefits provided by Congress for injuries caused by exposure to hazardous substances during the process of making nuclear weapons. His wealth of knowledge regarding government contracting has elevated him to the top of his industry, making him a renowned leader in his fields.

In recognition of his exceptional contributions to the legal and government contracting industries, Mr. Elliott has accrued several accolades throughout his career. Marquis Who’s Who presented him with the Albert Nelson Marquis Lifetime Achievement Award in 2017. In addition, he has been selected for inclusion into several editions of Who’s Who in Finance and Industry, Who’s Who in America, Who’s Who in American Law, Who’s Who in the World, and Who’s Who of Emerging Leaders in America.
