Richard S. Toikka, Partner at Toikka Law Group, LLP, has been recognized by Marquis Who’s Who Top Lawyers for dedication, achievements, and leadership in Law.
The recipient of a fellowship from the U.S. Department of Labor and a 2017 Lawyer of Distinction, Dr. Toikka has practiced in fields ranging from aviation and product liability law to a role as economist with the Social Security Administration. Prior to forming his law group, he served as counsel to the firm Farkas & Manelli PLLC in Washington, DC, and has been a consultant for the Equal Employment Opportunity Commission. Dr. Toikka holds a PhD in economics from the University of Wisconsin. He was selected for inclusion in the 9th edition of Who’s Who in American Law for 1996 to 1997.
The son of John H. and Pauline E. Toikka, Dr. Toikka was born in Gloucester, Massachusetts, and attended the prestigious Harvard College to earn an AB, cum laude, in 1966. He went on to complete an MA from the University of Wisconsin and earned a PhD in 1971. Thus qualified, he joined the Social Security Administration, and made his way to the position of senior associate of the Urban Institute in Washington. He was the president of Toikka Enterprises from 1981 to 1983, and worked as a deputy area manager for Applied Management Sciences until 1987. In 1988, Dr. Toikka earned a JD, cum laude, from Georgetown University and from there launched his legal career. He notably served Washington, Perito & Dubuc from 1988 to 1996 working as an associate of the aviation and product liability group.
Dr. Toikka is a noted contributor to professional journals, and was named a fellow of the National Defense Education Act in 1967. He served as chairman of the subcommittee on damages for the aviation committee of the litigation section of the American Bar Association, and has been a member of the National Press Club and is currently a member of the Harvard Club of Boston., DC. In addition to his legal enterprises, he has consulted for the National Center for Research in Vocational Education in Columbus, Ohio, the Human Resource Organization of Alexandria, Virginia, and the American Institutes for Research in Washington. He is admitted to practice before the state courts of Maryland, Virginia and the District of Columbia. He is also admitted to the bars of the U.S. District Courts of Maryland, the District of Columbia and the Eastern District of Virginia; the U.S. Court of International Trade, the U.S. Supreme Court, and the U.S. Courts of Appeals for the D.C. Circuit, Federal Circuit, and the Fourth Circuit. In his free time, Dr. Toikka enjoys playing baseball and golf and participating in church and community activities.
